THE VILLAGE OF SIMSBORO MONTHLY TOWN HALL MEETING
MINUTES MONDAY, MARCH 14, 2011
The Village of Simsboro met in regular session Monday, March 14th, 2011 at 6:00 P.M. Council members present were Alderman Pam Durrett, and Alderman Tiffany Cole. Alderman Doug Durrett was absent. Mayor Hendricks called the meeting to order. Jeri Hendricks voiced a prayer and Mayor Hendricks led in the pledge of allegiance. The agenda was presented to the Aldermen. A motion was made by Alderman Pam Durrett to accept the agenda as printed, seconded by Alderman Tiffany Cole. Motion carried. Peggy Stewart, clerk, read the minutes of the February 15th, 2011 meeting. A motion was made by Alderman Tiffany Cole to accept the minutes as read, seconded by Alderman Pam Durrett. Motion carried. Mayor Hendricks requested a motion to accept approval of the municipal bills as presented. Mayor Hendricks asked for comments. There were none. A motion was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole. Motion carried. Next item on the agenda was a Public Hearing to discuss Ordinance 01-11 Dilapidated and/or Unsecured Buildings as a Nuisance. A motion was made by Alderman Tiffany Cole and seconded by Alderman Pam Durrett to close the Regular Meeting and reopen into a Public Hearing. Motion carried. Mayor Hendricks explained the ordinance to those attending the meeting. Mayor Hendricks asked for comments. A question was asked about who would be responsible for covering the cost if the Village had a building demolished. Mayor Hendricks stated that the Village would be initially responsible; but we have recourse to collect that cost from the property owner by placing a lien. Mayor Hendricks asked for further comments. There were none. A motion was made by Alderman Pam Durrett and seconded by Alderman Tiffany Cole to close the Public Hearing and re-open the Town Hall Meeting. Motion carried.
A motion was made to approve Ordinance 01-11 by Alderman Pam Durrett seconded by Alderman Tiffany Cole. Alderman Pam Durrett voted yes. Alderman Tiffany Cole voted yes. The record shows the Ordinance 01-11 was approved this 14th day of March, ,2011. Next item on the agenda was Recommending Consideration of Annexation- North, East & West of Simsboro. Mayor Hendricks asked that this item be only considered right now. Next item was Capital Needs Consideration & 3 Year Plan. Mayor Hendricks informed the citizens of the Village proposed plans to set aside a certain amount of money to be reserved for any emergency that may come up during the next 3 years. He also explained appropriations that are available and that he will apply for. Mayor Hendricks and Alderman Tiffany Cole will work on a capital budget plan to help the Village. Michel’s Pipeline donated $2000.00 to the Village of Simsboro for construction of a permanent restroom at the Ragan Madden Park. Mayor Hendricks stated that the Lincoln Foundation will provide a Mobil Clinic once a week until we are able to establish our own clinic.
Financial Report; No Financial Report
Planning & Zoning Report: No Planning and Zoning Report.
Water & Sewer Report by Shelby Kelley reported that everything is going well with our Water & Sewer systems. New water lines have been laid and connected on Hwy 150. He also has relocated the fire hydrant, meter and valves on Hwy 563. An installation of a meter for a customer who was paying taxes but not on the Village water system was completed. Next item on the Agenda was Exception Zoning Consideration: Permit #1057 – This permit was denied at the Planning & Zoning Committee Meeting because the placement of a double-wide mobile home was not in compliance with the Planning & Zoning Ordinances. The citizen had the right to bring this before the Village Aldermen for reconsideration. Mayor Hendricks asked for comments. Alderman Tiffany Cole stated that since the residence would only be temporary which was stated on the permit request, recommended it be approved. Mayor Hendricks asked for any questions. There were none. Mayor Hendricks asked for a motion to approve this permit. Motion was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole. Motion carried. Public Comment: Comment forms will be available at the front door for any citizen that has an item to discuss. They can complete this form (prior to the meeting) to present their concern or issue to the Mayor and Aldermen. There were no public comment requests. Motion to adjourn was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole. Motion carried. Meeting adjourned at 7:00 p.m.
