THE VILLAGE OF SIMSBORO MONTHLY TOWN HALL MEETING
MINUTES MONDAY, APRIL 4, 2011
The Village of Simsboro met in regular session Monday, April 4th , 2011 at 6:00 P.M.. Council members present were Alderman Pam Durrett, and Alderman Tiffany Cole. Alderman Doug Durrett was absent. Mayor Hendricks called the meeting to order. Alderman Pam Durrett voiced a prayer and Mayor Hendricks led in the pledge of allegiance.
The agenda was presented to the Aldermen. A motion was made by Alderman Pam Durrett to accept the agenda as printed, seconded by Alderman Tiffany Cole. Motion carried. Peggy Stewart, clerk, read the minutes of the March 4th, 2011 meeting. Mayor Hendricks asked if there were any questions or corrections. There were none. A motion was made by Alderman Tiffany Cole to accept the minutes as read, seconded by Alderman Pam Durrett. Motion carried. Mayor Hendricks requested a motion to accept approval of the municipal bills as presented. Mayor Hendricks asked for questions or comments. There were none. A motion was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole to approved the municipal bills as presented. Motion carried. Next item on the agenda was the 2012-2013 BLOCK GRANT OPPORTUNITIES. Mayor Hendricks read the list as printed and explained each one to the citizens. He also stated there will be a Public Hearing in May to get this plan started. Mayor Hendricks asked for questions or comments. There were none. Next item on the agenda was RESOLUTION NO. 11-11 CITIZEN PARTICIPATION PLAN. Mayor Hendricks asked for questions. There were none. Mayor Hendricks asked the Aldermen for a motion to support Resolution 11-11 to endorse the Louisiana Citizen Participation Plan. Motion was made by Alderman Pam Durrett and seconded by Alderman Tiffany Cole to support Resolution 11-11. A roll call was requested and so noted. Alderman Pam Durrett, yea, Alderman Tiffany Cole, yea, Alderman Doug Durrett, absent. Motion carried. Next item on the agenda was RESOLUTION 12-11 PROCUREMENT POLICY. Mayor Hendricks explained the contents of this resolution to the citizens. Mayor Hendricks asked if there were any questions. There were none. Mayor Hendricks asked for motion to approve the Resolution 12-11. Motion was made by Alderman Tiffany Cole, seconded by Alderman Pam Durrett to approve Resolution 12-11. Next item on the agenda was RESOLUTION 13-11 FY 2012-2013 LCDBG SELECTION CRITERIA. Mayor Hendricks explained the contents of this resolution to the citizens. Mayor Hendricks asked if there were any questions. There were none. Mayor Hendricks asked for motion to approve the Resolution 13-11. Motion was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole to approve Resolution 13-11. A roll call was requested and so noted. Alderman Pam Durrett, yea, Alderman Tiffany Cole, yea, Alderman Doug Durrett, absent. Motion carried. Next item on the agenda was ANNEXATION- (NORTH, EAST & WEST OF SIMSBORO) Mayor Hendricks discussed economic growth of Simsboro. Mayor Hendricks asked if there were any questions. There were none. Meyer, Meyer, LaCroix & Hixson, Engineering Firm presented a map that shows our current status, projected goals and information to explain the process of this annexation. Mayor Hendricks wants everyone to be able to voice their opinion. A question was asked if the expense would be covered in return from this annexation. Mayor Hendricks stated that it would eventually be returned to the Village of Simsboro. Mayor Hendricks asked for questions. There were none. Next item on the agenda was the FINANCIAL REPORT. Doug Brewer, CPA was not present and there was no financial report. Mayor Hendricks stated that the 2011-2012 Financial Budget will be prepared and introduced next month. Next item on the agenda was WATER & SEWER REPORT. Shelby Kelley was not present due to illness and there was no Water/Sewer Report. Public Comment: Mayor Hendricks stated there were no public comment requests made to be discussed. Mayor Hendricks also announced The Simsboro Annual Clean-Up Day will be Saturday April 16, 2011. Motion to adjourn was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole. Motion carried. Meeting adjourned at 7:00 p.m.
