THE LINCOLN Parish Police Jury met in regular session on Tuesday, May 10, 2011, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Theresa Moore Wyatt, District One; Hazel D. Hunter, District Two; Bobby Bennett, District Three; Mike Franklin, District Four; David Hammons, District Five; Roy Glover, District Six; Jody Backus, District Seven; R. G. “Skip” Russell, District Eight; Joe Henderson, District Nine; Annie Brown, District Ten; Sharyon Mayfield, District Eleven; and R. D. “Mickey” Mays, District Twelve.
ABSENT: None
Theresa Wyatt called the meeting to order and Bobby Bennett delivered the Invocation. David Hammons offered a motion, seconded by Hazel Hunter, to approve the agenda. The motion carried with the following votes:
YEAS: Wyatt, Hunter, Bennett, Franklin, Hammons, Glover, Backus, Russell, Henderson, Brown, Mayfield and Mays

Annie Brown offered a motion, seconded by Joe Henderson, to approve the minutes of the April 12, 2011 meeting. The motion carried with the following votes:

Sharyon Mayfield offered a motion, seconded by Roy Glover, to approve the minutes of the April 26, 2011 Special Joint Lincoln Parish Police Jury/Lincoln Parish School Board meeting. The motion carried with the following votes:
YEAS: Wyatt, Hunter, Bennett, Franklin, Hammons, Glover, Backus, Russell, Henderson, Brown, Mayfield and Mays

ABSENT: None
Thomas Magee of Frye Magee, LLC was present to conduct a public hearing for the 2012/2013 Community Development Block Grants. Mr. Magee explained the categories available for LCDBG funding. Following questions and discussion, Hazel Hunter offered a motion, seconded by Bobby Bennett, to enter into public hearing.

There being no comments from anyone in attendance, Sharyon Mayfield offered a motion, seconded by Roy Glover, to adjourn the public hearing. The motion carried with the following votes:

Mike Franklin offered a motion, seconded by Annie Brown, to authorize a resolution allowing the President to sign the FY 2010/2011 Local Government Assistance Contracts.
RESOLUTION 2011-20
NOW, THEREFORE, BE IT RESOLVED that the Lincoln Parish Police Jury convened in Regular Session this 10th day of May, 2011 does hereby authorize the President Theresa Wyatt to sign the FY 2010/2011 Local Government Assistance Contracts.
I, Courtney Hall, Parish Administrator, Lincoln Parish Police Jury, do hereby certify that the above and foregoing is a true and correct copy of a Resolution adopted by the Police Jury of Lincoln Parish, Louisiana, convened in regular session on the 10th day of May, 2011 at which meeting a quorum was present. And this resolution was declared adopted on this, the 10th day of May, 2011.

Mrs. Vivian McCain, Library Director, was present to ask that the Police Jury consider declaring a reference/service desk at the Lincoln Parish Library as surplus property with a minimum bid of $6,000.00. After discussion of the use and condition of the desk, Mickey Mays offered a motion, seconded by Joe Henderson, to declare the reference desk as surplus property with a minimum bid of $6,000.00. The motion carried with the following votes:

Next on the agenda was action on bids for surplus office furniture. No bids were received so Bobby Bennett offered a motion, seconded by Mike Franklin to reduce the price by half and re-advertise for bids. The motion carried with the following votes:

Parish Administrator Courtney Hall stated that a Joint Lincoln Parish Police Jury/Lincoln Parish School Board Redistricting Committee meeting was held on April 19, 2011 at 6:00 PM and the Committee recommends: Adopting Redistricting Plan Three (3)
Scheduling a Joint Meeting of the Lincoln Parish Police Jury and Lincoln Parish School Board for April 26, 2011 at 6:00 PM. Roy Glover offered a motion, seconded by Annie Brown, to approve the minutes of the Joint Lincoln Parish Police Jury/Lincoln Parish School Board Redistricting Committee. The motion carried with the following votes:
YEAS: Wyatt, Hunter, Bennett, Franklin, Hammons, Glover, Backus, Russell, Henderson, Brown, Mayfield and Mays

David Hammons stated that the Solid Waste and Recycling Committee met at 5:00 PM this day and the Committee recommends: Studying the possible relocation of dumpsters located near the intersection of Whitehead Road and LA Hwy 821. Constructing a concrete slab at the Landfill to protect woodwaste materials. Annie Brown offered a motion, seconded by Sharyon Mayfield, to approve the minutes of the Solid Waste and Recycling Committee. The motion carried with the following votes:
