THE LINCOLN Parish Police Jury met in regular session on Tuesday, June 14, 2011, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Hazel D. Hunter, District Two; Bobby Bennett, District Three; Mike Franklin, District Four; David Hammons, District Five; Roy Glover, District Six; Jody Backus, District Seven; R. G. “Skip” Russell, District Eight; Joe Henderson, District Nine; Annie Brown, District Ten.
ABSENT: Theresa Moore Wyatt, District One; Sharyon Mayfield, District Eleven; and R. D. “Mickey” Mays, District Twelve
Skip Russell called the meeting to order and Mike Franklin delivered the Invocation.
Bobby Bennett offered a motion, seconded by David Hammons, to approve the agenda. The motion carried with the following votes:
YEAS: Hunter, Bennett, Franklin, Hammons, Glover, Backus, Russell, Henderson, and Brown
NAYS: None
ABSENT: Wyatt, Mayfield and Mays
Joe Henderson offered a motion, seconded by Annie Brown, to approve the minutes of the May 10, 2011 meeting. The motion carried with the following votes:
YEAS: Hunter, Bennett, Franklin, Hammons, Glover, Backus, Russell, Henderson, and Brown
NAYS: None
ABSENT: Wyatt, Mayfield and Mays
Mike Franklin offered a motion, seconded by Annie Brown, to reappoint Terry Barnett to the Exhibition Center Commission.

David Hartt was present to present the 2010 Lincoln Parish Police Jury Audit Report. Mr. Hartt reported that the Police Jury received an unqualified opinion on the audit. Annie Brown offered a motion, seconded by Hazel Hunter, to approve the report. The motion carried with the following votes:

David Hartt also presented the 2010 Humanitarian Enterprises of Lincoln Parish Audit Report. Mr. Hartt reported that the Humanitarian Enterprises of Lincoln Parish also received an unqualified opinion on the audit. Roy Glover offered a motion, seconded by Joe Henderson, to approve the report. The motion carried with the following votes:

Parish Administrator Courtney Hall stated that no bids were received for the library reference desk previously declared surplus property. Bobby Bennett offered a motion, seconded by Joe Henderson, to reduce the price of the library reference desk from $6,000.00 to $4,000.00 and readvertise for bids. The motion carried with the following votes:

Courtney Hall stated that the Facility Security Study Committee met at 10 a.m. on May 27, 2011 and the Committee recommends:

Skip Russell stated that the Public Works Committee met at 6:00 pm this day and the Committee recommends:
1. Approving the plat for East Beacon Acres.
2. Approve leasing a motor grader for the Highway Department.
3. Approve entering into an Intergovernmental Agreement with the Village of Bienville for 911 signs.

Hazel Hunter stated that the Parks, Recreation and Tourism Committee met at 5:30 pm this day and that the meeting was to discuss revenue and review funding sources for the park. Annie Brown offered a motion, seconded by Joe Henderson, to approve the minutes of the Parks, Recreation and Tourism Committee. The motion carried with the following votes:

Under other business, Courtney Hall noted that the hotels for the 2012 Police Jury Association of Louisiana Convention to be held in Houma, Louisiana were being opened this month. Jody Backus asked that Jurors look at the First Call link on the Police Jury website and encourage their constituents to register. There being no other business to discuss, the meeting was adjourned.
