City of Ruston (herein referred to as the “Owner”)
Sealed bids marked “Sealed Bid” - City of Ruston - FY 2009 LCDBG Sewer Project, Louisiana Community Development Block Grant Project for Fiscal Year 2008-09 to be financed by the State of Louisiana CDBG Program will be received by the Owner for the construction of the project described as follows:

FY 2009 LCDBG SEWER PROJECT
Proposals shall be addressed to Purchasing Department of the City of Ruston and delivered to the Purchasing Department of the City of Ruston, Louisiana, located at Ruston Public Works Complex, 701 East Tennessee Avenue, Ruston, Louisiana 71270 not later than 10:00 A.M. local time, Tuesday, September 27, 2011. Proposals must be designated as “Sealed Bid” - City of Ruston FY 2009 LCDBG Sewer Project, Louisiana Community Development Block Grant Project for Fiscal Year 2008-09 to be financed to be financed by the State of Louisiana CDBG Program. All bids must be submitted on the proper form. The contractor must display his contractor's license number prominently on the outside of the envelope. Any bids received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud on Tuesday, September 27, 2011, shortly after the 10:00A.M. submission deadline, at the Purchasing Department of the City of Ruston, Louisiana, located at Ruston Public Works Complex, 701 East Tennessee Avenue, Ruston, Louisiana 71270. A pre-bid conference will be held at 11:00 A.M. on Thursday, September 15, 2011, at the office of the Engineer, Riley Company of Louisiana, Inc., 112 East Mississippi Avenue, Ruston, Louisiana 71270, telephone (318) 251-0238, fax (318) 251-0239. Representatives from the Owner and Engineer will be present to discuss the project. Bidders are encouraged to attend and participate in the conference. The Information for Bidders, form of Bid Proposal, Form of Contract, Specifications, Forms of Bid Bond, and other contract documents may be examined at the office of the Engineer, Riley Company of Louisiana, Inc. located at 112 East Mississippi Avenue, Ruston, Louisiana. Copies may be obtained at the office of the Riley Company of Louisiana, Inc., 112 East Mississippi Avenue, Ruston, Louisiana 71270 upon deposit of $100.00 for each set which is the cost of reproduction and handling. This deposit will be refunded upon request in accordance with Title 38 of the Louisiana Revised Statutes. The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. A corporate resolution authorizing a representative of the corporation to sign the bid must accompany the bid, if the bidder is a corporation. Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. For contractor information, this project is classified as Municipal and Public Works construction. No bidder may withdraw his/her bid, within forty five (45) days after the actual date of the opening thereof. Attention to Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. The successful bidder must submit executed copies of certification regarding Equal Employment Opportunity, Section 3 and Segregated Facilities, Section 3 Plan with Tables A & B, Certification Concerning Labor Standards and all subcontractor's certifications prior to contract execution. The successful bidder will be required to execute the Owner's Standard Form of Agreement/Contract for construction together with the Performance and Payment Bonds within ten (10) working days after normal award of contract. The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt to the Notice to Proceed. Please notify the City of Ruston at (318) 251-8631 seven (7) days in advance of the scheduled bid opening if special accommodations specified under ADA are required. The Owner hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, that Minority Business Enterprises will be afforded equal opportunity to submit offers in response to this invitation and will not be discriminated against on the grounds or race, color, sex, national origin or disability in consideration for an award.
