MINUTES. CITY OF GRAMBLING, GRAMBLING, LOUISIANA.
Monthly Meeting
March 1, 2012
Mayor Edward R. Jones opened the regular session of the Grambling City Council at 6:00 p.m. at Grambling City Hall. Mr. William Arrington offered the invocation and led the council and congregation into the Pledge of Allegiance. Present were the following Council members: Birdex Copeland, Jr., Yanise Days, Cathy Holmes, Cullen Jackson and Roy Jackson. It was moved by Council member Roy Jackson and seconded by Council member Cullen Jackson to adopt the Minutes dated February 9, 2012, with the necessary correction of the name of the truck to be used to pick up limbs, the kind of truck is a BOOM Truck.

The motion was carried to adopt the minutes of the Meetings dated February 9, 2012. It was moved by Council member Roy Jackson and seconded by Council member Cullen Jackson to adopt the agenda as presented with the addition to include a presentation for Blue Cross/ Blue Shield of Louisiana.
Part II. Comments, Information, and Presentation:
Public Comment:
To Comply with ACT No. 850 H.B. No. 1307 the Mayor allowed time for the Public to make comments before the adoption of the proposed Ordinance and to make comments concerning any presented on the Agenda items.
Mrs. Shirley Wesley stated that she was concerned about the amount of $50.00 for reconnection charge after services have been interrupted because of non- payment.
Mr. Mark Hunter was concerned about the sewerage problem on Webster Street.
Mr. Ervin McIntyre was concerned about Resolution to purchase the Sonic property.
1. It was moved by Council member Birdex Copeland, Jr. and seconded by Council member Cullen Jackson to enter into a Lease/Purchase agreement with ECS House Industries, Inc. for (2) two 30HP Powdercoated Floating Brush Aerators, total invoice cost of $64,328.00,with the guarantee that if they don't work, the company will pick them up at no cost to the city.
2. Mr. Dean Dick Engineering had no report.
3. Interim Part-time Administrative Fire Chief Tommy Clark, Jr. stated that the following Firefighters were hired: Firefighter Patrick Conley- October 19, 2011, and Firefighter Raymon Moreland- November 16, 2011.
4. Mr. Greg McCarter, Blue Cross/Blue Shield of Louisiana, stated that the Insurance Premium increased approximately 5.6% this year. It was moved by Council member Birdex Copeland, Jr. and seconded by Council member Cullen Jackson to keep the same benefits, and the increase would be absorbed by the city and the employees.
Part III. Old Business:
1. Mr. Mark Hunter, Sonic Committee, stated the committee has the following concerns before a decision can be reached:
An Appraisal of the building
If the cost of $65,000 is only for the city
Requested the decision to purchase the Sonic Building be tabled until all questions are addressed.
2. The Mayor stated that the truck that was purchased for the Public Works Department cost more because the truck that was previously approved had been sold.
Part IV. New Business:
1. It was moved by Council member Cullen Jackson and seconded by Council member Roy Jackson the approval to increase the hourly rate from $25.00 to $50.00 for the use of the Grambling Community Center.
2. It was moved by Council member Roy Jackson and seconded by Council member Cullen Jackson to adopt the following:
PROPOSED MWPP RESOLUTION
Resolved that the City of Grambling, Grambling Louisiana informs the Louisiana Department of Environmental Quality that the following actions were taken by Town Council (governing body).
1. Resolved the Municipal Water Pollution Environmental Audit Report which is attached to this resolution.
2. Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Pollution Discharge Elimination System (LPDES) permit, number LA ___0038822____.
a. Complete all sewer collection projects.
b. Apply for a new DEQ loan for WWTP improvements.
c. Install new oxidation ditch aerators at the WWTP.
d. Implement a new sludge management program at the WWTP.
e. Continue AWM, LLC services
Passed by a majority / unanimous (circle one) vote of the Council on March 1, 2012.
3. It was moved by Council member Roy Jackson and seconded by Council member Cathy Holmes to amend the use of Sick and Annual Leave for the city. The amendment is as follows:
A. Annual and Sick Leave
Each regularly appointed, full-time employee earns both annual and sick leave. The forty (40) hour workweek is the basis for calculation of earned leave.
Annual Leave
Annual leave is credited to employees each pay period on a pro rata basis as per the following:
Vacation Time Schedule
After One Year Employment - Eligible for One Week Vacation
40 Hours
26 Pay Periods = 1.5385 per pay period
After Two Years Employment - Eligible for 2 Weeks Vacation
80 Hours
26 Pay Periods = 3.0769 per pay period
After Five Years of Employment Eligible for 3 Weeks Vacation
120 Hours
26 Pay Periods = 4.6154 per pay period
After Ten Years of Employment Eligible for 4 Weeks Vacation
160 Hours
26 Pay Periods = 6.1538 per pay period
SICK TIME
2 WEEKS PER YEAR - ALL EMPLOYEES
80 Hours
26 Pay Periods = 3.0769 per pay period
The rate of earned annual leave shall be updated on each employee's anniversary date. After a three month probationary period, full-time employees shall be eligible to use any accumulated annual leave time. Annual leave cannot be advanced to any employee. It is expected that Annual Leave will be used each year. The City holds the position that personal time off is important; hence, all employees shall be required to take a vacation each year. Vacation schedules shall be established and approved by the Supervisor and the Mayor. However, the City recognizes that are circumstances that may prevent an employee from using all of their accumulated leave. Therefore, annual leave may be accumulated up to 240 hours. At December 31st of each year, any hours accumulated in excess of 240 hours will be forfeited. Upon resignation, retirement, termination, or death, the City shall pay for a maximum of thirty (30) accumulated days or 240 hours, computed at the employee's base pay at the time of separation.
Sick Leave
The City of Grambling provides paid sick leave benefits to all full-time employees for periods of temporary absence due to illnesses or injuries. Sick leave is not a right to be demanded by the employee. It is a privilege granted by the city Each employee shall be entitled to ten (10) days or 80 hours of paid sick Ieave each year. Sick leave is credited to each eligible employee at a rate of 3.08 hours per pay period. Employees may accumulate sick leave up to 480 hours. An eligible employee may use sick leave benefits for an absence due to his or her own illness or injury, or that of a child, parent, or spouse of the employee. Unused sick leave benefits will not be paid to employees upon termination/ resignation of employment.
Unexcused Absence Policy Except in cases of unexpected illness, when an employee is absent from work without obtaining prior permission from their Supervisor, an unexcused absence will be recorded. If an employee is absent for three or more consecutive days due to illness or injury, a physician's statement must be provided verifying the disability and its beginning and expected ending dates. Such verification may be requested for other sick leave absences as well and may be required as a condition to receiving sick leave benefits. Before returning to work from a sick leave absence of 3 calendar days or more, an employee must provide a physician's verification that he or she may safely return to work. Once an employee has three (3) unexcused absences in a six-month period, the Supervisor is to fill out a written reprimand and have a meeting with the employee about his work attendance. The employee should sign the written reprimand as well as the Supervisor. One copy is given to the employee and another copy is put in the employee's permanent folder. If an employee receives two (2) written reprimands for excess absences in a 12-month period, they will be suspended without pay for three days. Upon a third written reprimand in an 18-month period, the employee is subject to suspension for another 3 days without pay or termination according to the Supervisor and Mayor's determination at this time.

Mrs. Bettye Giles, Beautification Committee, announced Great American Cleanup Day, Saturday, March 17, 2012, registration 7:30 a.m. in the Grambling Memorial Park.
