SUBJECT: Committee Report
The Solid Waste Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, May 8, 2012, at 5:30 p.m. Present were: Walter Pullen, Chair; Theresa Wyatt, Bobby Bennett, Nancy Wilson, Sharyon Mayfield and Ronny Walker.
ABSENT: None
Walter Pullen called the meeting to order and delivered the invocation. Ronny Walker offered a motion, seconded by Bobby Bennett, to approve the Agenda. There being no public comment, the motion carried with the following votes:
YEAS: Wyatt, Bennett, Pullen, Wilson, Mayfield and Walker
NAYS: None
ABSENT: None
The first item on the agenda was to authorize the contract with Crochet Equipment Company, Inc. for the Bio-Mass Facility Operation. Chair Walter Pullen gave an account of events leading up to this point and asked the Committee members for their input. Following lengthy discussion, Mr. Ronnie Crochet was given the opportunity to address the Committee. Ronny Walker made a motion, seconded by Sharyon Mayfield, to approve the contract and authorize execution by the President. There being no public comment, the motion carried with the following votes:
YEAS: Wyatt, Pullen, Wilson, Mayfield and Walker
NAYS: Bennett
ABSENT: None
Next on the agenda was to review and make a recommendation concerning the disbursement of the Solid Waste Disposal Equipment Reserve Funds. Chairman Walter Pullen presented a time-line of events concerning the Solid Waste Disposal Equipment Reserve Fund and explained the requirements for meeting the financial assurance obligation to the Louisiana Department of Environmental Quality. Mr. Pullen also reviewed a letter of recommendation and opinion from Andrew Shealy, First Assistant District Attorney, recommending that $1,500,000.00 be distributed to the parish and its incorporated municipalities to be allocated and divided in accordance with the formula set forth in the original sales tax proposition and that the remaining $3,500,000.00 be maintained in the Solid Waste Disposal Equipment Reserve Account for the purpose of providing financial assurance against any liabilities that might be due the Louisiana Department of Environmental Quality and/or third parties. Following discussion, Bobby Bennett made a motion, seconded by Sharyon Mayfield, to recommend to the Finance Committee that the amount of $2,000,000.00 from the Solid Waste Disposal Equipment Reserve Fund be distributed to the parish and its incorporated municipalities in accordance with the formula set forth in the original sales tax proposition. There being no public comment, the motion carried with the following votes:
YEAS: Wyatt, Bennett, Wilson, and Mayfield
NAYS: Pullen, Walker
ABSENT: None
Ronny Walker offered a motion, seconded by Bobby Bennett, to declare the Fairbanks Scales, Model 90-164-2, S/N H208711AN as surplus property with a minimum bid of $1,500.00. There being no public comment, the motion carried with the following votes:
YEAS: Wyatt, Bennett, Pullen, Wilson, Mayfield and Walker
NAYS: None
ABSENT: None
Mr. Pullen asked the Committee members to review the Lincoln Parish Police Jury Boom Truck Collection Policy in order to familiarize themselves with the requirements. There being no other business to come before the Committee, the meeting was adjourned.
