FINAL NOTICE AND PUBLIC EXPLANATION OF A PROPOSED ACTIVITY IN A FLOODPLAIN AND WETLAND
All interested Agencies, Groups and Individuals
This is to give notice that the City of Grambling is conducting an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for the City of Grambling's FY 2012 Louisiana Community Development Block Grant for street improvements. The City will rehabilitate W. College Avenue from the east boundary of State Hwy 149 (RWE Jones Street) and the west boundary is Igoe Inn Road. The proposed work shall be 5,370 linear feet of the roadway, base treatment, 2” asphaltic wearing coarse, pavement leveling and patching, cold planning, and minor shoulder repair. All proposed work shall take place within existing right-of-ways, and no additional parcels or right-of-ways are required. The U. S. Army Corps of Engineers has indicated there may be wetlands involved. The City has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: Alternative Number One: Perform street improvements as described above in the City. Mitigation Action: Since there would be no adverse impacts created by this action, no mitigation measures would be necessary. This action was chosen because of the extreme conditions of the street. Alternative Number Two: Take no action. This is not an acceptable alternative due to the continued deterioration of the existing street. Mitigation Action: None The City has reevaluated the alternatives to building in the floodplains and wetlands and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment because all of the construction is on existing rights-of-way. There are three primary purposes for this notice. First, people who may be affected by activities in possible wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.
