Some years ago, Louisiana’s domestic violence programs adopted a new strategy for working with victims of family violence.  It was simple but effective:  Hire someone from each parish, someone who has an understanding of that parish’s unique culture, to advocate on behalf of local victims.  After all, nobody understands a parish like a native. This pattern of service, true grassroots organizing, had already been successfully employed in other states.
