THE LINCOLN Parish Police Jury met in regular session on Tuesday, September 11, 2012, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Hazel D. Hunter, District Two; Bobby Bennett, District Three; Randy Roberson, District Four; David Hammons, District Five; Walter Pullen, District Six; Jody Backus; District Seven; Skip Russell, District Eight; Joe Henderson, District Nine; Nancy Wilson, District Ten; Sharyon Mayfield, District Eleven and Ronny Walker, District Twelve.
Absent: Theresa Wyatt, District One
David Hammons called the meeting to order and Skip Russell delivered the Invocation.
Ronny Walker offered a motion, seconded by Hazel Hunter, to approve the Agenda. There being no public comment on the matter the motion was voted upon and carried with the following votes:
Yeas: Hunter, Bennett, Roberson, Hammons, Pullen, Backus, Russell, Henderson, Wilson, Mayfield and Walker

Skip Russell offered a motion, seconded by Randy Roberson, to approve the August 14, 2012 minutes. There being no public comment on the matter the motion was voted upon and carried with the following votes:

Following a brief discussion of the outline of procedural requirements for conducting a Board of Review and holding the necessary public hearings for the property tax assessment process for the year 2012, Joe Henderson made a motion, seconded by Hazel Hunter, that the Police Jury recess the regular meeting and reconvene as the Property Assessment Board of Review for the year 2012. There being no public comment on the matter the motion was voted upon and carried with the following votes:
Yeas: Hunter, Bennett, Roberson, Hammons, Pullen, Backus, Russell, Henderson, Wilson, Mayfield and Walker

The purpose for conducting the public hearing was explained as being to consider the complaints of qualified persons as provided by Louisiana Revised Statutes 47:1992; and further, to make determinations as being necessary and proper relative to the assessment of real and personal property for the year 2012 in Lincoln Parish. The Board was advised that an official protest letter had been timely received from Steven Marshall of K.E. Andrews and Company, representing Wildhorse Resources, Assessment Number 104748. At this time, Parish Tax Assessor Pam Jones was recognized. Mrs. Jones explained the assessment of property owned by Wildhorse Resources and presented supporting information. Mrs. Jones asked the Board to uphold these assessments. Ronny Walker made a motion, seconded by Joe Henderson, that no changes be made in the property tax assessment listing of Wildhorse Resources, Assessment Number 104748, as prepared by the Lincoln Parish Tax Assessor. There being no public comment on the matter the motion was voted upon and carried with the following votes:

After a brief discussion, Ronny Walker made a motion, seconded by Joe Henderson, that the 2012 property assessment list as prepared by the Lincoln Parish Tax Assessor be certified and submitted to the Louisiana Tax Commission in accordance with the law. There being no public comment on the matter the motion was voted upon and carried with the following votes:

There being no other business to come before the Board of Review for 2012, Ronny Walker offered a motion, seconded by Joe Henderson, that the Property Assessment Board of Review for the year 2012 adjourn and that the Lincoln Parish Police Jury reconvene in regular session pursuant to the adjournment of said Board. There being no public comment on the matter the motion was voted upon and carried with the following votes:

Ronny Walker offered a motion, seconded by Randy Roberson, to adopt a resolution authorizing the President to execute the Cooperative Endeavor Agreement with the Louisiana Department of Transportation for donation of reclaimed asphalt.
RESOLUTION NO. 2012-29
NOW, THEREFORE, BE IT RESOLVED that the Lincoln Parish Police Jury convened in Regular Session this 11th day of September, 2012 does hereby authorize the Police Jury President, Theresa Wyatt, to sign the Cooperative Endeavor Agreement regarding the Donation of Reclaimed Asphalt Pavement with the Louisiana Department of Transportation and Development.

RESOLUTION NO. 2012-30
RESOLUTION ENDORSING THE PARTICIPATION OF MORTGAGE CONTRACTING SERVICES, LLC, LOCATED AT 1300 CELEBRITY DRIVE, RUSTON, LOUISIANA (ADVANCE NOTIFICATION #20120968), TO PARTICIPATE IN THE BENEFITS OF THE LOUISIANA QUALITY JOBS PROGRAM. WHEREAS, the Louisiana Quality Jobs Program, created pursuant to the Louisiana Enterprise Act, LSA-R.S. 51:1781, et. seq., offers significant incentives for economic development to various areas in the State; and WHEREAS, the Lincoln Parish Police Jury states this endorsement is in agreement with the Comprehensive Economic Development Strategy for our Parish and area; and WHEREAS, in accordance with the Louisiana Quality Jobs Program requirements, the Lincoln Parish Police Jury agrees:
1. To participate in the Quality Jobs Program
2. To assist the Louisiana Department of Economic Development in evaluating progress made in any Enterprise Zone with its jurisdiction.
NOW, THEREFORE, BE IT RESOLVED, that the Lincoln Parish Police Jury, convened in regular session on September 11, 2012, does hereby endorse Mortgage Contracting Services, LLC, located at 1300 Celebrity Drive, Ruston, Louisiana and their project, Advance notification #20120968, to participate in the Louisiana Quality Jobs Program. BE IT FURTHER RESOLVED, that the President, Theresa Wyatt, is authorized and empowered to execute any and all documents necessary for Mortgage Contracting Services, LLC to participate in the Louisiana Quality Jobs Program, and to complete said project, and to do any and all things necessary and proper to carry out this Resolution and to fulfill its objectives and purposes.

3. Authorizing advertisement for bids for a sand media filter system for the Blueberry Hills Sewer treatment Plant.
4. Authorizing assistance to the Lincoln Parish School Board as requested.

NOW, THEREFORE, BE IT RESOLVED by the Police Jury of Lincoln Parish, Louisiana, convened in regular session this 11th day of September, 2012, that it does hereby and herewith authorize President Theresa Wyatt to submit a $60,000.00 Local Government Assistance Program grant application to the State of Louisiana to replace pumping equipment on two sewage lift stations to provide reliable service and reduce operating costs for the Lincoln Parish Sewer District.
And this resolution was declared adopted on this, the 11th day of September, 2012

Under Reports, Homeland Security Director, Kip Franklin, gave a brief report on the effects of Hurricane Isaac on Lincoln Parish and updated the Jury on the security improvements to the courthouse. There being no other business to come before the Jury, the meeting was adjourned.
