The Finance Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, Tuesday, October 9, 2012, at 5:00 p.m. Present were: Jody Backus, Chair; Theresa Wyatt, Hazel Hunter, Sharyon Mayfield, and Ronny Walker.
ABSENT: Walter Pullen
Jody Backus called the meeting to order and delivered the Invocation.
Sharyon Mayfield offered a motion, seconded by Hazel Hunter, to approve the agenda. The motion carried with the following votes:
YEAS: Wyatt, Hunter, Backus, Mayfield and Walker
NAYS: None
ABSENT: Pullen
Chair Jody Backus began the meeting by reminding Committee members that revenues for 2012 have remained flat and are not projected to increase in 2013, therefore careful consideration should be exercised in addressing funding requests. Following comments by various members of the Committee and a review of proposed funding measures by Chair Backus, budget requests were then considered and voted upon individually. The first request to be considered was Trailblazer, Inc., Ronny Walker offered a motion, seconded by Hazel Hunter, not to fund Trailblazer, Inc for the year 2013. The motion carried with the following votes:
YEAS: Wyatt, Hunter, Backus, Mayfield and Walker
NAYS: None
ABSENT: Pullen
Hazel Hunter offered a motion, seconded by Sharyon Mayfield, to fund Lincoln Total Community Action in the amount of $500.00 for the 2013 year. The motion carried with the following votes:

Hazel Hunter offered a motion, seconded by Sharyon Mayfield to fund Bayou Lake D'Arbonne Commission in the amount of $1,800.00 for the year 2013. The motion carried with the following votes:

Sharyon Mayfield offered a motion, seconded by Hazel Hunter, to provide funding for the Third Judicial District Court in the amount of $113,700.00 for the year 2013, subject to any cost of living increase granted to other parish employees. The motion carried with the following votes:

Next the Committee discussed continuation of support for the Lincoln Parish Health Unit with requested repairs and maintenance that fall within the annual budgeted amount for that purpose. The Parish Administrator noted that many of the requested repairs and improvements were already underway. Hazel Hunter offered a motion, seconded by Ronny Walker to fund the Coroner's request for training in the amount of $5,150.00 from the Hospital Proceeds Account.

Next the Committee considered salaries and wages for Parish employees. Following discussion and comments, Jody Backus offered a motion, seconded by Hazel Hunter to increase salaries and wages by 2.5% for the year 2013. The motion carried with the following votes:
YEAS: Wyatt, Hunter, Backus, Mayfield and Walker
NAYS: None
ABSENT: Pullen
There being no other business to discuss, the meeting was adjourned.
