THE LINCOLN Parish Police Jury met in regular session on Tuesday, December 11, 2012, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Theresa Wyatt, District One; Hazel D. Hunter, District Two; Bobby Bennett, District Three; Randy Roberson, District Four; David Hammons, District Five; Walter Pullen, District Six; Jody Backus; District Seven; R. G. “Skip” Russell, District Eight; Joe Henderson, District Nine; Nancy Wilson, District Ten; Sharyon Mayfield, District Eleven; and Ronny Walker, District Twelve.
Absent: None
Theresa Wyatt called the meeting to order and Ronny Walker delivered the Invocation. Sharyon Mayfield offered a motion, seconded by Hazel Hunter, to approve the agenda. The motion carried with the following vote:
Yeas: Wyatt, Hunter, Bennett, Roberson, Hammons, Pullen, Backus, Russell, Henderson, Wilson, Mayfield, Walker

Ronny Walker offered a motion, seconded by Randy Roberson, to approve the minutes of the November 13, 2012 meeting. There being no public comment on the matter the motion was voted upon and carried with the following votes:

Ronny Walker offered a motion, seconded by Randy Roberson, to recess the regular meeting to hold a public hearing for the Lincoln Parish Police Jury and Humanitarian Enterprises of Lincoln Parish 2012 Amended Budgets and 2013 Proposed Budgets. There being no public comment on the matter the motion was voted upon and carried with the following votes:

There being no one present to express any views or present any written comments in connection with the budgets or related documents, David Hammons offered a motion, seconded by Bobby Bennett, to adjourn the Public Hearing for the Lincoln Parish Police Jury and Humanitarian Enterprises of Lincoln Parish 2012 Amended Budgets and 2013 Proposed Budgets and that the Lincoln Parish Police Jury reconvene in regular session pursuant to the adjournment. There being no public comment on the matter the motion was voted upon and carried with the following votes:

The following ordinance adopting the Lincoln Parish Police Jury's 2012 Amended Budget was introduced this 11th day of December 2012:

AN ORDINANCE to amend and re-enact the Operating Budget of Revenue and Expenditures for the year 2012 for the Police Jury of Lincoln Parish, Louisiana and to repeal Ordinance No. 328-11-(0)
BE IT ORDAINED BY THE POLICE JURY OF LINCOLN PARISH, LOUISIANA, convened in regular session this 11th day of December, 2012, that the 2012 budget of the Police Jury of Lincoln Parish, Louisiana, adopted by Ordinance No. 328-11-(0) be and hereby amended to read as follows:
SECTION I. The following estimates exhibiting items of Revenue by source for the fiscal year beginning January 1, 2012 and ending December 31, 2012, be and the same are hereby adopted and made the Budget of Revenue for the Lincoln Parish Police Jury for said year 2012:

Pam Jones, Tax Assessor, was present to give a report on the new Louisiana Constitutional Amendment concerning Property Tax Exemption for Non-Manufacturing Business. No actions were taken. Skip Russell offered a motion, seconded by Joe Henderson, to adopt a resolution concerning the upcoming retirement of Pam Jones Retirement as Tax Assessor.

WHEREAS, Pam Jones was elected as Assessor of Lincoln Parish, Louisiana, and began serving in 2001; WHEREAS, Pam Jones is retiring, effective December 31, 2012, after completing 32 years of faithful, conscientious and valuable service to the citizens of Lincoln Parish; WHEREAS, Pam Jones, has been instrumental in the creation and development of the Lincoln Parish GIS District, which has become the model for other state and local entities, serving as Chairperson for many years; WHEREAS, Pam Jones, has served as Assessor of Lincoln Parish for 12 years with loyalty, honor and distinction, has in her official acts been governed by a keen sense of duty, and has gained and maintained the admiration, esteem and affection of her colleagues; WHEREAS, Lincoln Parish has greatly benefited from the leadership and direction of Pam Jones; WHEREAS, Pam Jones has always worked diligently and cooperatively with the Lincoln Parish Police Jury and its staff concerning matters affecting Lincoln Parish and has always been readily accessible to the Lincoln Parish Police Jury; NOW THEREFORE BE IT Resolved by the Lincoln Parish Police Jury convened in regular session this 11th day of December, 2012, that it does hereby and herewith recognize that Pam Jones has been a truly dedicated public servant, and it is fitting and proper that the Police Jury honor and praise:

Randy Roberson stated that the Public Works Committee met at 6:00 pm this day and the Committee recommends:
1. Setting the Sewerage Rates at $22.00 per month for the year 2013 for the Lincoln Parish Sewer District No. 1.
2. Authorize advertisement for bids on used railroad tankcars.
3. Authorize entering into a cooperative endeavor agreement with Four Paws.

Joe Henderson stated that the Personnel/ Benefits Committee met at 6:30 pm this day and the Committee Recommends:

2. Appointing Richard Aillett to the Lincoln Parish Fire Protection District.
3. Appointing John Colvin and Oscar Epps to the Mt. Olive Waterworks District.
4. Appointing Bill Hogan, Tiffany Baldwin, Dr. Carl Wright and Richard Lewis to the Convention and Visitors Bureau.

Under other business the Jurors were reminded of the Retirement Reception being held for Mrs. Pam Jones on December 18, 2012. Kip Franklin gave a brief PEMAC Update. Ronny Walker reminded the jurors that Request for Proposals for Adjudicated Property would be opened on Friday, December, 14, 2012. Parish administrator, Courtney Hall, gave an update on the Washington Trip for the Union-Lincoln Water Supply Initiative. Under Public Comments, Mr. Gene Posey was present to voice concerns about the dumpsters located at Hwy 821 and Whitehead Road. There being no other business to discuss the meeting was adjourned.
