SUBJECT: Committee Report
The Personnel/Benefits Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, December 11, 2012, at 6:30 p.m. Present were: Joe Henderson, Chair; Theresa Wyatt, David Hammons, Walter Pullen, Sharyon Mayfield, and Ronny Walker.
ABSENT: None
Joe Henderson called the meeting to order and delivered the invocation.
Ronny Walker offered a motion, seconded by Sharyon Mayfield, to approve the Agenda. There being no public comment, the motion was voted upon and carried with the following votes:
YEAS: Wyatt, Hammons, Pullen, Henderson, Mayfield and Walker
NAYS: None
ABSENT: None
The purpose of the meeting was to review and make recommendations for appointees to several boards and commissions. The first appointment to be considered was for the Greater Ward One Waterworks District. F. J. Armond, Incumbent, was the only candidate. Following discussion, the Committee voted unanimously to recommend the appointment of F. J. Armond to the Greater Ward One Waterworks District for a five year term. There being no public comment, the motion was voted upon and carried with the following votes:
YEAS: Wyatt, Hammons, Pullen, Henderson, Mayfield and Walker
NAYS: None
ABSENT: None
The next appointment for consideration was for the Lincoln Parish Fire Protection District. Mr. Herbert Lyons, incumbent, and Mr. Richard Aillet were present as candidates for the position. Following questions and discussion, votes for the candidates were cast as follows:
(Chairman Henderson abstained from voting.)
Mr. Herbert Lyons - Votes for: 2
Wyatt and Mayfield
Mr. Richard Aillet - Votes for: 3
Hammons, Pullen, and Walker
Therefore, Mr. Richard Aillet was recommended for appointment to the Lincoln Parish Fire Protection District Commission for a two year term.
The next board for which appointees were to be considered was the Mount Olive Waterworks District. John Colvin and Oscar Epps, Incumbents, were the candidates recommended for reappointment by the Waterworks District. Chairman Henderson called for votes for nominees which were cast as follows:
Mr. John Colvin - Votes for: 5
Wyatt, Hammons, Pullen, Henderson, Mayfield, and Walker
Mr. Oscar Epps - Votes for: 5
Wyatt, Hammons, Pullen, Henderson, Mayfield, and Walker
Therefore, Mr. John Colvin and Mr. Oscar Epps were recommended for another 5 year term to the Mount Olive Waterworks District.
The next board for which appointees were to be considered was the Ruston Lincoln Convention and Visitors Bureau. The first candidate, coming as a recommendation from Ruston Banking Association, was Mr. Bill Hogan. Following discussion, the committee voted unanimously to recommend the appointment of Mr. Bill Hogan to the Ruston/Lincoln Convention and Visitors Bureau for a three year term.

The next candidate, coming as a recommendation from the Retail Merchants Association, was Mrs. Tiffany Baldwin. Following discussion the committee voted unanimously to recommend the appointment of Mrs. Tiffany Baldwin to the Ruston/Lincoln Convention and Visitors Bureau for a three year term.
Yeas: Wyatt, Hammons, Pullen, Henderson, Mayfield, and Walker
The next candidate, coming as a recommendation from Grambling State University to fill the unexpired term of Dr. Kenoye Eke, was Dr. Carl Wright. Following discussion, the committee voted unanimously to recommend the appointment of Dr. Carl Wright to the Ruston/Lincoln Convention and Visitors Bureau through December 31, 2013.

The next candidate, coming as a recommendation from the City of Ruston to fill the unexpired term of Mr. Don Dyson, was Mr. Richard Lewis. Following discussion, the committee voted unanimously to recommend the appointment of Mr. Richard Lewis to the Ruston/Lincoln Convention and Visitors Bureau through December 31, 2013.

Upcoming Board and Commission vacancies for the Lincoln Parish Library Board of Control and the Lincoln Parish Fire Training Center Commission were announced for future consideration.
At the request of the Administrator, the Committee voted unanimously to close the Administrative Offices on December 24, 2012.

There being no other business to come before the Committee, the meeting was adjourned.
