Special Called Meeting
January 31, 2013
Mayor Edward R. Jones opened the Special Called Session of the Grambling City Council at 5:30 p.m. at Grambling City Hall. Mr. William Arrington offered the invocation and led the council and congregation into the Pledge of Allegiance. Present were the following Council members: Yanise Days, Cathy Holmes, Cullen Jackson and Roy Jackson. Absent: Council member Birdex Copeland, Jr. It was moved by Council member Yanise Days and seconded by Council member Cullen Jackson to add to a Proclamation to the agenda.

The motion was carried to allow the Proclamation to be added to the agenda. It was moved by Council member Cathy Holmes and seconded by Council member Cullen Jackson to adopt the Agenda with the following addition: Proclamation.

Public Comment:
To Comply with ACT No. 850 H.B. No. 1307 the Mayor allowed time for the Public to make comments concerning any presented Agenda items. No Comment.
New Business:
Mr. William Boles, Boles Law Firm was present and gave a brief summary of the Ordinance before it was introduced.
1. It was moved by Council member Cullen Jackson and seconded by Council member Roy Jackson to introduce
AN ORDINANCE AUTHORIZING AND PROVIDING FOR THE ISSUANCE AND SALE OF NOT EXCEEDING ONE MILLION THREE HUNDRED FORTY- FIVE THOUSAND AND NO/100 DOLLARS ($1,345,000) UTILITIES REVENUE REFUNDING BONDS, SERIES 2013 (THE “BONDS”), OF THE CITY OF GRAMBLING, STATE OF LOUISIANA; PRESCRIBING THE FORM, TERMS AND CONDITIONS OF SAID BONDS; DESIGNATING THE DATE, DENOMINATION AND PLACE OF PAYMENT OF SAID BONDS; PROVIDING FOR THE PAYMENT THEREOF IN PRINCIPAL AND INTEREST; ENTERING INTO CERTAIN OTHER COVENANTS AND AGREEMENTS IN CONNECTION WITH THE SECURITY AND PAYMENT OF SAID BONDS; AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWITH.
A Public Hearing will be held on the Ordinance and the Ordinance will be considered for adoption at the Monthly Meeting of the Mayor and the Council to be held at 5:00 p.m., on February 7, 2013 Council Chambers/ Courtroom, City Hall, 127 King Street, Grambling, Louisiana.

The motion was carried to introduce the Ordinance.
2. It was moved by Council member Roy Jackson and seconded by Council member Cathy Holmes to award the Rehabilitation of West College Avenue, DDE #2530 to Amethyst Construction, in the amount of $218,022.60.

The motion was carried to award the bid to Amethyst Construction.
3. It was moved by Council member Cullen Jackson and seconded by Council member Cathy Holmes adopt the follow:
PROCLAMATION
Whereas, In 2003, the American Heart Association faced the challenges of cardiovascular disease claiming the lives of nearly 500,000 American women each year, women not paying attention, and many women dismissing it as an “older man's disease;” Whereas, to dispel these myths of heart disease as the No. 1 killer of women, the American Heart Association, along with the National Heart, Lung and Blood Institute created National Wear Red Day® to raise awareness of this critical issue; Whereas, one year later, in 2004, the AHA also created Go Red For Women - a passionate, emotional, social initiative designed to empower women to take charge of their heart health, to band together and collectively wipe out heart disease, and challenged women to know their risk for heart disease and to take action to reduce their personal risk; Whereas funds raised by Go Red For Women allow the American Heart Association to help women by offering educational programs, increasing women's understanding about their risk for heart disease and supporting research to discover scientific knowledge about heart health and up-to-date strategies and treatments tailored to a woman's individual risk; Whereas, since the first National Wear Red Day, 10 years ago, tremendous strides have been made in the fight against heart disease in women, including: 21% fewer women dying from heart disease, 23% more women aware that it's their No. 1 health threat, publishing of gender-specific results, established differences in symptoms and responses to medications with women-specific guidelines for prevention and treatment, and legislation to help end gender disparities; Whereas, the American Heart Association urges mothers, daughters, sisters, and friends to unite, pooling collective power to save one another's lives and to show their spirit by painting all American towns red on the 10th anniversary celebration of National Wear Red Day; Whereas the Grambling Alumnae Chapter of Delta Sigma Theta Sorority, along with the citizens of Grambling, Louisiana, are joining women and men throughout America in celebrating the 10th anniversary of National Wear Red Day on Friday, February 1, 2013; THEREFORE BE IT RESOLVED, that I, Edward Jones, Mayor of the City of Grambling, Louisiana do hereby proclaim February 1, 2013 as Go Red Day in Grambling, Louisiana and encourage the citizens of Grambling to support the efforts of the American Heart Association by wearing red on Go Red Day.
It's time to Go Red. Join us.
