Human Service District would encompass 12 parishes

The Union Parish Police Jury and its legal counsel are taking a closer look at a law that would establish a Region 8 Human Service District, which supposedly would give the 12-parish region more say in how funds are spent in certain areas now controlled by the state Department of Health and Hospitals.

Yakima K. Black, Human Services Interagency Council coordinator, gave the jury a brief presentation on how the district would work, but legal counsel, Assistant District Attorney Andy Shealy, said it appeared to him that the state Legislature is trying to abandon its responsibility.

He said the legislators don’t want to take blame because of the big budget cuts being faced by DHH over the next several years.
