The group, headed by state Reps. Hollis Downs, R-Ruston, and Rick Gallot, D-Grambling, state Sen. Bob Kostelka, R-Monroe, along with Mike Thompson, who operates a private consulting business specializing in reservoir construction, said such a project could only come to pass if they could convince the U.S. Corps of Engineers that the lake was capable of providing potable water. Mike Thompson is the brother of state Sen. Francis Thompson, D-Delhi.
Mike Thompson was the consultant in a Richland Parish Reservoir District project he said cost state taxpayers about $25 million.
