SUBJECT: Committee Report
The Long Range Planning Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, December 7, 2010, at 10:00 a.m. Present were: Skip Russell, Chair; Theresa Wyatt, Joe Henderson, Annie Brown, and Mickey Mays.
ABSENT: None
Chair Skip Russell called the meeting to order and delivered the invocation. The first item on the Agenda was to discuss long range planning. Following a general discussion, many ideas were presented, including the following:
Facilities – Consolidation of agencies to one central location in a new facility with better security and the re-location and construction of a new Health Unit. Cooperative Endeavor Agreements with municipalities in order to achieve economies of scale and uniformity of regulations.
Parks and Recreation – developing a funding plan for current upkeep and future expansion.
Solid Waste – pursuing the consolidation of rural refuse sites into strategically located “mega-sites” and developing a recycling and solid waste plan.
Transportation – how to better manage the maintenance and repairs of an aging transportation infrastructure through the use of newer technologies and planning.
Economic Development
The Committee decided that a professional planner with long-term planning experience would be needed to assist in the development of the plan. Joe Henderson made a motion, seconded by Mickey Mays to authorize the Administrator to contact other parishes in order to find out if they have recently done some long-term planning, what consultant they used, and to bring this information back to the Committee for further evaluation in order for a Request for Proposals to be developed. The motion carried with the following votes:
YEAS: Wyatt, Russell, Henderson Brown and Mays
NAYS: None
ABSENT: None
There being no other business to come before the Committee, the meeting was adjourned.
