The Lincoln Parish Police Jury met in regular session on Tuesday, December 14, 2010, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Theresa Moore Wyatt, District One; Hazel D. Hunter, District Two; Bobby Bennett, District Three; David Hammons, District Five; Roy Glover, District Six; Jody Backus, District Seven; R. G. “Skip” Russell, District Eight; Annie Brown, District Ten; Sharyon Mayfield, District Eleven; and R. D. “Mickey” Mays, District Twelve.
ABSENT: Mike Franklin, District Four; and Joe Henderson, District Nine
Theresa Wyatt called the meeting to order and Annie Brown delivered the Invocation. David Hammons offered a motion, seconded by Roy Glover, to approve the agenda. The motion carried with the following votes:

David Hammons offered a motion, seconded by Hazel Hunter, to recess the regular meeting to hold a public hearing for the Lincoln Parish Police Jury and Humanitarian Enterprises of Lincoln Parish 2010 Amended Budgets and 2011 Proposed Budgets. The motion carried with the following votes:

There being no one present to express any views or present any written comments in connection with the budgets or related documents, Annie Brown offered a motion seconded by Roy Glover to adjourn the Public Hearing for the Lincoln Parish Police Jury and Humanitarian Enterprises of Lincoln Parish 2010 Amended Budgets and 2011 Proposed Budgets and that the Lincoln Parish Police Jury reconvene in regular session pursuant to the adjournment. The motion carried with the following votes:

Sharyon Mayfield offered a motion, seconded by Annie Brown, to adopt a Resolution for Rural Public Transit Operating and/or Assistance for the Humanitarian Enterprises of Lincoln Parish. RESOLUTION NO. 2010-68 Resolution authorizing the filing of an application with the Louisiana Department of Transportation and Development for a grant under 49 CFR 5311, Non Urbanized Area Formula Program and/or 49 CFR 5309, Discretionary Capital Program. WHEREAS, the Secretary of Transportation and Development is authorized to make grants for mass transportation projects; WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant; WHEREAS, it is required by the Louisiana Department of Transportation and Development in accord with the provisions of Title VI of the Civil Rights Act of 1964, that in connection with the filing of an application for assistance that it will comply with Title VI of the Civil Rights Act of 1964 and the U.S. Department of Transportation requirements thereunder; and WHEREAS, it is the goal of the Applicant that minority business enterprise be utilized to the fullest extent possible in connection with this project, and that definitive procedures shall be established and administered to ensure that minority businesses shall have the maximum feasible opportunity to compete for contracts when procuring construction contracts, supplies, equipment, or consultant and other services: NOW, THERFORE, BE IT RESOLVED by the Lincoln Parish Police Jury:
1. That the President is authorized to execute and file an application on behalf of the Lincoln Parish Police Jury with the Louisiana Department of Transportation and Development, to aid in the financing of capital assistance projects pursuant to the American Recovery and Reinvestment act of 2009 Transit Capital Assistance Program.
2. That the President is authorized to execute and file with such application on assurance or any other document required by the Louisiana Department of Transportation and Development effectuation the purpose of Title VI of the Civil Rights Act of 1964, as amended.
3. That the President is authorized to furnish such additional information as the Louisiana Department of Transportation and Development may require in connection with the application or the project.
4. That the President is authorized to set forth and execute affirmative minority business policies in connection with the project’s procurement needs.
5. That the President is authorized to execute grant contract agreements on behalf of the Lincoln Parish Police Jury with the Louisiana Department of transportation and Development for aid in financing of the capital assistance projects.
6. This resolution is applicable for a period of one year unless revoked by the governing body and copy of such revocation shall be furnished to the DOTD.

Skip Russell stated that the Long Range Planning Committee met at 10:00 am on December 7, 2010 and the Committee recommends: Having Administration research long-range planning firms that other Police Jury’s may have used in order to develop a Request for Proposals. David Hammons offered a motion, seconded by Annie Brown to approve the minutes of the Long Range Planning Committee. The motion carried with the following votes:

Skip Russell stated that the Public Works Committee met at 6:30 pm this day and the Committee recommends: Setting the Lincoln Parish Sewer District Rate at $22.00 for 2011. Sharyon Mayfield offered a motion, seconded by Roy Glover, to approve the minutes of the Public Works Committee meeting. The motion carried with the following votes:

Under other business the Jurors were reminded of the Police Jury Annual Convention to be held in Shreveport, La on February 17-19, 2011. Bobby Gray, Parish Treasurer asked the Jurors who planned to attend to let him know as soon as possible. Under reports, Mrs. Wyatt thanked the Christmas Party Committee for all their hard work on the Employee Christmas Party. Courtney Hall, Parish Administrator, reported that the State has done annual bridge inspections and based on this review Lincoln Parish has been placed in full compliance with Federal Aid Off-System Highway Bridge Program. Under public comments, Mr. Rick Holt thanked the Jurors for their support of the Sparta Commission. There being no other business to come before the Jury, the meeting was adjourned.
