In December, Congress approved a spending bill that included $142 million specifically secured for the state of Louisiana, including $3,292,500 for local projects like Louisiana Tech University, Grambling State University, the city of Grambling, Lincoln Parish and the Union-Lincoln Water Supply Initiative.

During his speech Monday, the president called for an effort to crack down on the pork barrel practices of Congress, saying he will veto any spending bill that does not cut in half the number and cost of congressional pet projects, known as earmarks.
