Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain & Wetlands

To: All interested Agencies, U.S. Department of Housing and Urban Development (HUD), Bienville Parish, Town of Arcadia, Groups and Individuals This is to give notice that HUD under part 50 or the Louisiana Housing Corporation representing the State of Louisiana, the Responsible Entity under Part 58, has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that this activity in the floodplain will have on the human environment. It has been determined by the U.S. Army Corps of Engineers that out of the 12.85 acres for the project that 2.95 acres is within a wetlands and floodway subject to the Corps' jurisdiction. Grant funding has been applied for under the Home Investment Partnership Act under Grant # M-11-FG220100. The activity is New Construction of 34 scattered site Single Family Homes. It has been determined that approximately 2 acres of the 12.85 acres is located in a Special Flood Hazard Area Zone AE, only 5 of the 34 homes will be in the floodplain. The developer will only build on 7.36 acres, this leaves approximately 5.49 acres of the total site that will be undeveloped and not disturbed during construction. The proposed project is located at 112 Madden Road in Arcadia, Louisiana 71001, and Parish of Bienville. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about this area. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
