MINUTES. CITY OF GRAMBLING, GRAMBLING, LOUISIANA.
Monthly Meeting
October 6, 2016
Mayor Edward R. Jones opened the regular session of the Grambling City Council at 6:00 p.m. at Grambling City Hall. Rev. Barry Calahan offered the invocation and led the council and audience into the Pledge of Allegiance. Present were the following Council members: Yanise Days, G. Denise Dupree, Cathy Holmes, Roy Jackson, and Cullen Jackson. Absent: None. It was moved by Council member Cathy Holmes and seconded by Council member Roy Jackson to adopt the Minutes dated September 1, 2016.

Part II. Comments, Information, and Presentation:
Public Comment: To Comply with ACT No. 850 H.B. No. 1307 the Mayor allowed time for the Public to make comments concerning any presented Agenda items. There was no comment.
Mr. Karl Johnson, American Wastewater Treatment Operator gave an update on the water break in the Hills of Grambling. Mr. Johnson advised the citizens that the city is currently under a Boil Advisory until the results are received on Saturday, October 8th, 2016. He stated that the city has received funding to install the original aerators at the Treatment Plant. Mr. Johnson also submitted a written monthly report.
It was moved by Council member Roy Jackson and seconded by Council member Cullen Jackson to allow Firefighter Joseph Simmons to apply for his supplement from the state because he has obtained all of his certifications.
Representative Patrick Jefferson, District 11, explained to the citizens the six Constiutional Amendments that will be on the ballot on November 8th.
Chief Tommy Clark, Jr. announced that the Grambling Police Department will sponsor the Halloween Festival, Saturday, October 22, 2016, at the Grambling City Baseball Field, from 4:30 p.m. to 7:30 p. m.

Part IV. New Business
It was moved by Council member Yanise Days and seconded by Council member Roy Jackson to adopt the following:
RESOLUTION TO IMPOSE SURCHARGE AMENDMENT
WHEREAS, the City of Grambling is a political subdivision of the State of Louisiana;
WHEREAS, the City of Grambling accepts credit card and debit card payments for payment of utility bills, tax bills, and other City services;
WHEREAS, the fees charged to the City of Grambling by the various credit card and debit card companies have increased such that the cost of acceptance of credit card payments is creating a great hardship on the City;
WHEREAS, the City of Grambling could legally impose surcharge fees of up to 4% on credit card charges; it has been determined that a lesser amount will alleviate the hardship of these costs;
WHEREAS, the City of Grambling adopted a resolution on September 1, 2016, to charge a $3.50 surcharge on all credit card payments and notice of said surcharge shall be posted in City Hall where payments are accepted and on the City's website;
WHEREAS, pursuant to Louisiana Revised Statute 33:2933, the City is permitted to charge an access fee for use of debit cards such that the City desires to amend its prior ordinance to allow for these charges on debit card transactions;
NOW THEREFORE, BE IT RESOLVED, the City of Grambling shall charge a $3.50 surcharge on all credit card payments and a $3.50 access charge for debit card payments and notice of said surcharge and access fee shall be posted in City Hall where payments are accepted and on the City's website.
BE IT FURTHER RESOLVED that this resolution shall be effective immediately.

It was moved by Council member G. Denise Dupree and seconded by Council member Cullen Jackson an approval for the Mayor to sign an agreement which would allow the Contractor to Connect Sewer Lines to Houses represented in the LCDBG.

WHEREAS, the Board of Council members desires to provide notice of the regular meetings of the Board of Council members of the City of Grambling, Louisiana, for calendar year 2017 pursuant to LSA-R.S. 42:7;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNCIL MEMBERS OF THE CITY OF GRAMBLING, LOUISIANA:
§1. Pursuant to LSA-R.S. 42:7, notice is hereby given that the Board of Council members of the City of Grambling, Louisiana, will hold its regular meetings on the following dates, times and places for calendar year 2017:

Announcement:
Mr. Douglas Porter announced that the Homeowners Association meeting will be held on Monday, October 10, 2016, at 6:30 p.m. at the Catholic Center.
The Mayor announced that the Mayor's Office will be closed but the employees have to report to work on Tuesday, November 8, 2016.
The Annual Greater Grambling Chamber of Commerce Banquet will be Thursday, October 13, 2016, at the Ruston Civic Center.

Cullen Jackson to adjourn this meeting at 7:20 p.m.
