Ms. Givens called the meeting to order at 8:09 a.m.
Invocation
Mr. Russell presented the invocation.
Review of Mission Statement
Mr. Phillips presented the mission statement.
Approval of Agenda
Action Item #1: Mr. Walker made a motion to approve the agenda. Mr. Parker seconded. All present said aye. Motion passed unanimously.
Approval of Minutes
Action Item #2: Mr. Russell made a motion to approve the minutes from the previous meeting and minutes from the September meeting. Mr. Walker seconded. All present said aye. Motion passed unanimously.
Public Comments
Students from the Ruston-Lincoln Chamber of Commerce's Leadership Lincoln class introduced themselves.
LA Tech Athletic Director, Tommy McClelland spoke to the board about the construction and operations on the new press box. He updated the board on plans to come for Louisiana Tech University Athletics.
President/CEO's Report
Mr. Napper reported that the lodging tax was up 28% for September, up 9% for the year, and up 23.5% for August. He reported that board appointments Claire Givens, Bradley Walker and Marc Newman will go to vote at the December Lincoln Parish Police Jury Meeting. He also reported Andy Durrett has agreed to serve on the board as a representative of the Ruston-Lincoln Chamber of Commerce. Mr. Napper announced hotel demand and revenue is up for football weekends and that Friday night Rock the Railroad events have been successful. He announced the CVB would be applying for a Louey Award through the Louisiana Travel Promotion Association for Loyal Blue Weekends. He reported that he is currently updating the CVB's policies and procedures. Mr. Napper asked the board to think about nominations for the 2017 Hospitality Award, possible nominations being LA Tech's College of Education and Ruston Dixie Youth Baseball.
Action Item #3: Mr. Phillips made a motion to accept the President/CEO Report. Mr. Lewis seconded. All present said aye. Motion passed unanimously.
Treasurer's Report
Mr. Walker gave the financial report for September and October. Revenues exceeded Expenses for both months. Revenues exceeded Expenses for the year. Mr. Walker pointed out that a double payment was made in September to Lincoln Parish Park. This was an early payment.
Item #4: Mr. Walker made a motion to accept the Treasure's report and will be held over for audit. Mr. Parker seconded. All present said aye. Motion passed unanimously.
Chairman's Report
Ms. Givens announced that she would be nominating the CVB for a Louey Award and explained the details of the award to the board. Ms. Givens suggested ideas from recent trips to be considered for Ruston's downtown area like utilizing sidewalks for way-finding.
