MINUTES OF A REGULAR MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF RUSTON HELD ON MONDAY, AUGUST 20, 2018, AT 6:30 P.M., IN COUNCIL CHAMBERS/COURTROOM, CITY HALL, 401 NORTH TRENTON, RUSTON, LOUISIANA
A regular meeting of the Mayor and Board of Aldermen of the City of Ruston was held Monday, August 20, 2018, at 6:30 P.M., in the Council Chambers/Courtroom, City Hall, 401 North Trenton, Ruston, Louisiana.
A quorum was present, notice having been duly served. Mayor Ronny Walker, Aldermen Jedd Lewis, Jim Pearce and Bruce Siegmund and Alderwomen Carolyn Cage and Angela Mayfield were present.
The meeting was called to order at 6:30 p.m. Alderman Bruce Siegmund gave the invocation.
I. AGENDA AND MINUTES:
A. ADOPT AGENDA.
Alderman Jedd Lewis made a motion, seconded by Bruce Siegmund to adopt the agenda. There were no comments from the audience and the motion passed by unanimous vote.
II. ADMINISTRATION:
A. CONSIDER RESOLUTION NO. 1206 OF 2018, AUTHORIZING CITY TO APPLY FOR GRANT WITH THE LOCAL GOVERNMENT ASSISTANCE PROGRAM.
Kristi Lumpkin reported that the City of Ruston plans to submit an application for a Local Government Assistance Program (LGAP) grant offered through the Louisiana Division of Administration, Office of Community Development. Ms. Lumpkin stated that she will submit an application for $50,000 for the inspection, pressure testing, and flushing of all fire hydrants within the city limits of Ruston. Motion was made by Alderwoman Angela Mayfield and seconded by Alderman Jedd Lewis to adopt the resolution. There were no comments from the audience and the motion passed by unanimous vote. (RESOLUTION NO. 1206)
B. APPROVE REVISIONS TO PAY PLAN
Darrell Caraway reported that the revisions to the non-civil service employee Pay Plan are included as part of the budget package for FY 2019. The pay plan has been in place since 2000 (called Pay Plan 2000) and minimal adjustments have been made. Mr. Caraway added this sets minimum pay for positions based on prevailing wages in our area and that the overall philosophy of Pay Plan 2000 remains intact. There were no comments from the audience and the Revision to the Pay Plan passed by unanimous vote.
III. FINANCE:
A. SELECTION OF AUDITOR FOR FYE 9/30/2018
Laura Hartt reported that she had received an engagement letter from Steve Craig of Heard, McElroy & Vestal, CPAs of Shreveport. The audit fee is not to exceed $70,000. The audit fee for the 9/30/17 audit was $71.641, Ms. Hartt reported the HMV currently audits many local government clients and municipalities including the City of Bossier and The Louisiana Tech Alumni Foundation. Bob Flournoy (1609 East Georgia) made a public comment praising the selected auditing firm, stating that he had used their service and is very pleased with their business. There were no other comments from the audience and the selection of the Audit Firm for FYE 9-30-2018 passed by unanimous vote.
B. CONSIDER AND ADOPT ORDINANCE NO. 1730 OF 2018, LEVYING AND IMPOSING TAXES ON ALL PROPERTY SUBJECT TO TAXATION IN THE CITY OF RUSTON, LOUISIANA
Laura Hartt reported that during the July 2 council meeting, Alderman Jedd Lewis introduced the annual millage ordinance. This proposed ordinance maintains the same millage rate as the prior year, 5.24 mils for the General Fund and 2.92 for the Parks and Rec fund, respectively. She added that because new properties have been added to the tax roll during the year, the estimated revenue from these millage rates is increased from the prior year by 2% without any change in the millage rate.
B.(1) PUBLIC HEARING REGARDING LEVYING AND IMPOSING TAXES ON ALL PROPERTY SUBJECT TO TAXATION IN THE CITY OF RUSTON, LOUISIANA.
Mayor Walker called for a public hearing at 6:36 p.m. Having no one from the audience to comment, the Mayor closed the public hearing at 6:36 p.m., and called for final consideration by the Aldermen.
Alderwoman Carolyn Cage made a motion, seconded by Alderman Jedd Lewis, to adopt the ordinance. The title of the ordinance was read, a roll call vote was taken and the following result was had:

The motion passed by unanimous vote. (ORDINANCE NO. 1730 of 2018)
A motion was made by Alderwoman Carolyn Cage and seconded by Alderman Jedd Lewis to recess the Council meeting and reconvene following a meeting of the Personnel Finance committee. The motion passed by unanimous vote, there were no comments from the audience, and the meeting of the Mayor and Board of Aldermen was recessed at 6:37 p.m. followed by a meeting of the Personnel Finance Committee.
RECONVENE BOARD OF ALDERMEN MEETING
Mayor Walker reconvened the Board of Alderman meeting at 6:53 p.m.
B. INTRODUCE ORDINANCE NO. 1730 OF 2018, ADOPTING THE BUDGET OF
REVENUE AND EXPENDITURES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2018, AND ENDING SEPTEMBER 30, 2019, FOR THE CITY OF RUSTON, LOUISIANA.
The ordinance was introduced by Alderwoman Angela Mayfield.
IV. ADJOURN MEETING.
There being no further business, on motion by Alderwoman Carolyn Cage and second by Alderman Bruce Siegmund, the meeting of the Mayor and Board of Aldermen was adjourned at 6:53 p.m.
