Not much in Louisiana politics takes voters or political hacks by surprise. But Monday’s announcement by U.S. John Kennedy that he won’t run against Gov. John Bel Edwards in the 2019 election did.

For months, speculation had been high that the state’s junior senator would challenge Edwards. He even went to so far as to predict that if he ran, he would beat the first-term incumbent.
