Mayor Ronny Walker doesn’t want the future to catch Ruston off guard. That’s why he’s restructuring administrative functions within city government. “I feel like the biggest responsibility of a mayor is not today, but trying to set the city up for 30 years or so down the road,” Walker said. “We’ve done that from a financial standpoint, and now we’re trying to do that from a personnel and procedure standpoint.” With as many as two-dozen key municipal employees approaching retirement within the next decade, Walker wanted a way to keep the city from losing years of knowledge with scant backup...
