Before the doors of the Lincoln Parish Courthouse could even open Friday morning, scores of parish residents lined up to cast their ballots during the early voting period for the Nov. 3 election.
During the recent presidential primary, Pat Tippit, voting commissioner for Ward 5, Precinct 3, noticed something unusual going on as a young couple approached the table.
